you got a wireless mouse? sometimes my mouse jumps all around like crazy until i move my mouse. run a virus/spyware scan & see if it finds anything.
why do you think your webcam has been jacked? if it has been then you might not be able to use it (an error about in use, connected? or somthing)
if you seriously do think it has been jacked then either unplug it or make it face the wall or somthing until you think its fine.
if its wireless it could be geting interferance from somthing.
one thing i know that can simulate mouse movements is autoit, it might be a friend of yours messing with you, easily with a small autoit script to move your mouse around.

Download the following:

AVG Anti Virus Free Edition
Spybot S&D
Ad-Aware SE Personal
And if you don't have a Firewall and Anti Virus that you bought, then download a highly rated one from www.download.com

Sounds like you have a virus, If they only wanted to see your webcam they would use the program at http://www.oatmealmedia.net . . . If your mouse is moving, then your webcam is the LEAST of your problems.

It's very possible your PC is being remotely controlled by another PC. When was the last time you updated your anti-virus scanner? If the answer is "I don't remember" or "what anti-virus scanner?", then I suggest you get the FREE personal version of AVG anti-virus and Crap Cleaner (which is also FREE).

Here's the links: http://www.download.com/3120-20_4-0.html?tg=dl-20&qt=AVG&tag=srch

Crap Cleaner link: http://www.download.com/3120-20_4-0.html?tg=dl-20&qt=Crap%20Cleaner&tag=srch

Always glad to help a lady out, I hope this works for you. Please contact me and let me know if it does or you have other problems w/ your PC.

Some time if you use a optical mouse it stands like that.
But if you are sure about it, then you have to check that any VNC or other software (which others can view your system) are running in your system.
if so uninstall it. then you will not find any problem.
