First of all, disregard anyone suggestions of a circumcision because it's not necessary (unless you're having pains as a result of this).
Okay, possibility one is that you still have adhesions between your foreskin and the glans, literally making them stuck together. If you just move your foreskin around - not necessarily even retracting it - may be sufficient to break the adhesions. If it hurts then stop. If this doesn't work in a few weeks go see a doctor. A doctor can easily separate the adhesions and you should be fine afterwards. I don't know if this procedure is painful or not, but it's probably at least uncomfortable but at least it's over with quickly.
Possibility two is that you have a condition called phimosis, where the opening of the foreskin is too tight/small. In this case stretching exercises almost always work. Take two fingers and gently stretch the opening of the foreskin (like increasing its radius) as far as it'll go without pain by hooking a finger on each side for a few minutes each day. Again after a few weeks this should be sufficient to resolve the issue. If after a month this doesn't work and you're trying to break the adhesions (if you have them), then see a doctor. There are prescription creams that're supposed to help. If that fails there are still many other options. If your doctor suggests a circumcision get another opinion, circumcision should be reserved for when all other things fail.

You have a few differnt possibilities, you are still at the age in which it has not detached itself from the rest of the penis. Another is that you have to start training it to go back with mild backwards pressure day by day (Like after taking a shower or you are alone or before you go to sleep). The worst case senario ist that you have a condition called phimosis in which the skin is adherered to to the head and shaft of the penis in wich u have to see a dr and see if he recomends a circumcision or a dorsal slit. any more questions e-mail me.

At 15 years old, your foreskin should be fully retractable. It appears that you have phimosis and you have two choices. Firstly, you need to have the adhesions between your foreskin and glans broken down so that your foreskin will retract fully to expose the sulcus (the groove under the glans). A doctor will do this by inserting a blunt probe under the foreskin and working it round until all the adhesions have been broken and the foreskin is completely free. You will need to retract several times daily afterwards and apply petroleum jelly, to prevent the adhesions reforming until the raw surface of the glans has healed. However, by far the best solution is for you to be circumcised. Circumcision is the cutting round and complete removal of the foreskin, leaving the glans and sulcus permanently exposed. Circumcision will cure your problem and will overwhelmingly improve your future sex life and that of your female partners. It is a minor operation and will give you a lifetime of benefits.

Try soaking in a warm bath and try easing the foreskin back slow and gentle, if this fails or you feel in pain STOP straight away and get you doctor to check it out . . . As this can be due to a number of different reasons.
PS - if you go to the doctors don't be shy as they seem ***** all the time and have no interest in checking you out other than for health reasons.

Try using a lubricant and slowly pull it back... I know it will feel tender at first, but eventually you will be able to do it with ease... if ya have a gf, ask her to give you a good wet head and do it during that time... nothing better than saliva... if it still don't happen, go visit a doc, or get circumsized...

You might have a problem that needs a doctor - maybe all those Jews and Arabs had a reason for circumcisions! If water, lube, or even an erection don't get it loose, *get it seen*!

by now you should be able to retract your foreskin, do it slow when you are shower, bit by bit, day after day, by a week you should be able to retract fully, Please bear in mind you need to wash it daily for hygiene purpose.
