I don't have an exact definition handy but it refers to law that applies to situations that occur online i.e. in cyberspace or on the Internet as opposed to situations that occur in the "regular" world.

For example, someone could send a harassing or spam email and that could be prosecuted under a "cyber law" that addresses those types of situations. If the harassment happened in person it might be an assault case instead and could be prosecuted under a different law.
