In what program? Word, PowerPoint, Excel? Something Else?

In MS Word Insert a picture into your document. Right Click the picture and Click Format Picture.

On the Layout Tab:
Wrapping Style should be "Behind Text"
Click Advanced
Under Options:
Move Object With Text = NO


There are many other options that you MAY want to change. For example:

On the Picture Tab:
Image Control - You can choose Grayscale to tone down the image so you can better see the info in your table. Also you can reduce the contrast for the same reason.
