What are the point of regions, (especially in a small country) and how did regions develop?

The region was set by the government...they were not so sure about 8 regions or 12 regions, I don't know why we have 8 regions. Till the year 2002-not so sure about the year, i think regions were only bureaucratic parts with own curts, regional offices, regional building offices,...
Now the power of government departments is partially divided to these country regions. The region has own governor, own budget, that mean : money create in the region partialy stay in the region. it is assumed for the future that region will have more power and also can prepaire stronger own acts.

By its constitution of 1948-06-09, Czechoslovakia became a "people's democratic republic." Its primary divisions were the Czech and the Slovak Socialist Republic. On 1993-01-01, the two republics became separate countries. What had been the second-level subdivisions of Czechoslovakia were now first-level subdivisions of the Czech Republic and of Slovakia.

I guess to sort out which is which, to make it easier for mailing address. Just like Prague which has districts, such as 1, 2, 3, 4, etc.. I don't really know.
