It's a natural response. Your penis becomes erect by getting filled with blood, which means there's going to be plenty of blood flowing through it. If it's in a cold environment, then that blood is carrying a lot of heat out of your inner body and releasing it, cooling you down and making you require more energy to keep yourself warm. So it's just an energy-saving technique our bodies have evolved over the eons.

medically, your body has to keep the sperm at a small range of temperature to keep them healthy.
When the outside temperature is cold, the scrotum will pull the testes closer to the body so the sperm are kept warm and virile so they can move quickly.

Your male organs retreat inside your body to maintain ideal body heat. In warmer weather you will find things hang kinda low to regulate the heat also.

well the "little general" likes the heat...if you know what i mean (the inside of a girl) so whenever it gets cold its a complete turn off. find a girl, stick it in, then it'll be big again. :D
