If it is concrete, and you just want to paint it. Buy some stuff called water plug, made by drylox. It paints on and water proofs concrete. Use it as a primer, after it dries, paint it.

Hi, I had exposed brick in my entrance which didn't look nice. I am renting so can't do anything drastic, so what I decided to do was make a big wall hanging from my most gorgeous fave material. I absolutely love chinese embroidered satin. So I went and bought a heap of fabric and grabbed two empty rolls, (it's the thick cardboard roll that fabric is wrapped around). I glued both ends of the material on both rolls and hung up the top end, this is then left draping beautifully over the wall. Happy decorating.
Deniz.

good timing. We just finished our basement.. We primed the concrete walls withh Kilz, which is a good primer/stain blocker. Then we painted the walls with a good paint that is recomended for concrete. It is important that it works well on concrete, or it will peel with condensation.

how about starting with concrete sealing paint and a plan of what you want to do.
Think now to save money later.

do you mean you have moved to live in a basement? if so, I suggest to talk to your landlord to make it finished, I wonder under what conditions you are going to live there, but I would take care outside first, then inside look if there is some humidity and seal it from outside, then start working inside to your taste, I would use drywall like any construction to make it look nice, don't you think?

they make paint specifically for this, it's a little thicker than normal paint and will help make the wall even...I know there's a product called DURABAK that would work for you...
