a bureacrat is some spoiled rich yuppy that just graduated from college and knows all the answers to lifes solutions and thinks everyone that is not in his 'class' is either stupid or a lower class being who has no feelings. therefore he/she holds all this power over his so called underlings heads. he/she feels superior.
