As a program or software you can download where you can use your computer somwhat as a phone? Like calling some one from your computer.

That's what Yahoo Messenger 'with voice' does. It actually rings a computer and if you have cams, you should be able to see and talk.

Well I know of fax machines that can be used as phones throughthe computer and I also know of Teamspeak and Ventrillo. Those two are online meeting room chat servers frequently used for office meetings online or videogames. My friends and I use them as phones sometimes though.

Yes, the one I tried and it works quiet well is Skype, www.skype.com,. I think that you can make long distance calls within the USA for free until the end of the year.
