Prillville has got a good point.
I prune mine in the very late fall, after the leaves have fallen. It is easier to see the branches and make pruning decisions then. I only ever remove 12-18 inches off of mine, to maintain a height. Rose of Sharon (Hibiscus syriacus) blooms on the current seasons growth, so if you prune it after it leafs out, you might ruin the bloom.
Again I prune mine late in the year, about Thanksgiving (in Michigan), you could do it in the spring before it leafs out (maybe early April in Michigan). Be sure to keep it watered in the fall, as Rose of Sharon is susceptible to fall droughts. An application of ESPOMA 'hollytone' in the fall would be a good fertilizer to ensure a healthy spring!

The answer depends on the two questions found above.
Some people prune before winter, some after winter, and some have no winter in the garden.
I'd trust the word of the person at your favorite nursery in your community to some unseen person here ... the answers will all, no doubt be correct for the climate of the person answering.

I found that the best time to trim roses is in the spring time, because everything normally goes dormant in the winter months, and could possibly kill your roses. The planting season also is in the spring for roses.

Just when winter is starting to go away Is when I trim fertilize and re mulch my roses and for nice big blooms put your bad bananas in the bed with them my roses have nice big heads on them from this

I live in the South East and I've cut mine during all seasons and it doesn't seem to phase them. They always come back in the spring.

In SoCal we do it when they are leafless. It never interrupts flowering and is easier to prune :-)
