I know you cannot put anything IN the box, but how about ON - - is that still federally protected???

the answer is yes for the post and exterior of box .
that mail box including the post is Post Office property.
If and that is a Big If the post has a Newspaper box attached . The newspaper box is fair game. Placement of anything else on P.O.property is federal offense and 'may/can' be prosecuted.
Don't waste your time(money) doing it.

Legally, no. The mailbox is not owned by the govt, but is reserved for postal service use once you put it out there for the postman. They are sold at walmart and any hardware store.

Flyers placed in or attached to the mailbox are subject to postage just like any other mail, but few postmen will take off a flyer attached to the outside

I think u can. I get flyers placed between the flaf and mailbog all the time. Also some people will just place it in a bag on door knob or place on step or slide into door frame.

Depend on where your house is,some of the Homeowner associate don't allowed to place on the mailbox,but the main thing is people don't like when you advertise like that
