I have to ask--what are your criteria for "best country singer of all time?" Is it the one who sells the most records or do you have other criteria that you are measuring?
Since others have mentioned some of the more obvious names--Williams, Sr., Cash, Jones, Strait--let me place a name I am sure no one would place in nomination: Hank Thompson. The man had a deep, rich baritone voice and as he would call himself in one of his songs, he truly was the King of Western Swing, with song quality the equal of the greats in the business.
