The Pax Romana was not really any of those things, A is the closest to it. basically it was a set of laws and rules and moral behaviour that governed civilised behaviour in the Roman Empire. For example Britain before the Roman Invasion was outside of the Pax Romana, this meant that the people there were not Roman (or civilised) and as such any Roman citizen that went there could not expect the rights, treatment or protection he could expect in an area under the Pax Romana. Should an area under the Pax Romana be invaded or revolt against the Romans, the Governor of that region could 'suspend' the Pax Romana until such time as the situation was back under control. In may ways the Pax Romana was more a 'state of mind' To the average Roman Citizen living or visiting an area of the Empire many miles away from their own home with people who were not from his tribe, the Pax Pamana was an assurance that they were still in a safe area, an area that had the same laws and customs as their home province, a place he could understand.

During this period the Roman road system was the best to date in history. Government was stable and there were only 2 dynasty changes during the Pax Romana both which were relatively peaceful. (Relatively being the key word) This was the one period in Roman history with little domestic conflict.
