Navy Blue is considered to be a neutral.. just like a black, white, beige or brown.... It will go wiht jsut baout anything you can get on. Being buisness casual, i would veer away from anythign too dark with it. i don't think it woudl be the right setting for so muhc dark... but i would actually do the opposite, and perhaps go fro something very clean line and light colored. I would also go for a dark show.. as i find light shoes with dark pants make your legs look "cut off"
but yea.. stick to that and you cna't go wrong.

A classic clean off white, or egg shell anything goes best with Navy Blue.

Better to have the largest piece of clothing be the darkest and the accessories and or top the lighter...

After labor day go with the cream or beige (egg shell)

Shoes- black pumps or anything with a low heel. Will people be able to see your sock? If so, wear hose or knee socks (or balck boot socks) Do not wear normal cotton socks!!!
Shirt- white, only white. button up, but nothing too stuffy. Or white dressy tank top, conservative. no sequins, or sparkles (unless small, just around neck, silver only- no gold)
NO RED!!!!
SILVER JEWELRY ONLY- NO GOLD!!!
NO WHITE OR WIERD COLORED SHOES
on second thought, if you have some sandals, blue, black, or silver those would look nice.

A white blouse, you could with one with navy flowers, stripes, or whatever fits your style. I would wear navy shoes with navy socks or a stocking. A chic blazer would look cool too. Try Bannana Republic.

Navy blue is a "base" color, just like black, white, and brown. Any color will go well with navy blue except another base color, unless it is white obviously, but that'd be pretty plain jane.
