Regular paper does not burn at the same rate, so no, writing paper will not work. If your desperate, coffee filters will work, and as a last resort, you could try a paper towel or toilet paper. Are you sure this question is really for rolling your cigarette?

I've actually used (and I'm probably going to hell for this) the thin blank paper in the back of a bible before. For some reason it's perfect and it burns slowly.
Also certain tampon wrappers like the old kind or no name brand work in a pinch. (don't use the plastic variety though.!!)

Toilet paper works well, but something like Scott's is preferable. Charmin's might be too soft. It depends on how you like your smoke, hard or soft. The perforated sheets are just the right size too.
Heck, you can roll, smoke, 'n poop all at once. It saves time.

Go to walgreens, buy a corn cob pipe, likely 99 cents... Oh wait,,, if you did that you'd likely be able to BUY papers.
A smoke deprivation that serious, needs analyzing,,,no real offense.
