Yes it is normal. The water and the coolness makes it look like a raisin. But it will return to normal once it's warm again.

well by looking at your avatar, you shouldn't have a penis. but yes it is quite normal for a penis to be small in the shower unless you're having sex in the shower.

If your not going to use it at that moment for sex, it is going to be in its natural state which is usually small so don't worry about it.
