I once worked at a convenience store, and out back was a car that was left there for 2 -3 days. I simply called the local police and asked if I gave them the license number could they give me the name, because if it was someone I knew I didn't want to have it towed away then...they gave me the name with no problems

You would have to go to the DMV and there is a fee. Depends on the state, but you may or may not be able to get info at all unless you are police.

try this. Borrow a scanner with police frequencies, call in the number as suspicious then listen for the owners name to be relayed back to the police.
