Cellphones companies anyway can trace the incoming calls including private calls if a customer request it, it can cause a charge to the customer but many people can afford the ammount to know who is bothering him/her

So, If you don't want your call to be traced Do not make it from your cellphone.

the *67 feature works but some phones have this thing that blocks your number so people cant see it on their phones for incoming calls

Dial *67 then the number and your call will not show up on caller ID.

*67 then number. However with this sometimes the person can have privacy block and you won't be able to get through.

buy and use prepaid calling cards, you find them in your local convenience stores, come in $5, $10, ... last a very looooong time on you local calls
