i think flirting is for those who dont take it seriously, you can flirt with others just to make them happy and feel good even though you dont have any feelings like that with them. Or flirt to look sexy to others and dont have to have any care for them in that way at all. Coming on to someone is trying to get their attention because you would like to be more than friends, its making the first move and making it obvious that you want more.

Flirting usually is done between 2 people who know nothing is going to happen and it is all talk. Coming on to someone is when you meet someone and start pushing your self on them trying to deliberatelly get a rise out of them and get with them.

not too big a difference. Id say though that Flirting is more fun and there is mutual participation vs. a come on is more one person to a non participant.
