In California it's 151/2 year of age when you can get your learners permit. @ 16 if you pass all the schooling required you can qualify for a license is you pass the written and behind the wheel training required.
you can drive at any point in time of your life as long as you are able to handle the vehicle. most recommended is above 18. you have to learn driving on your own. it's like learning how to swim. bets is to have any instructor seated next to you while you are driving. so he Tell's you how to change gears, how to start etc. but the main concern is you. you have to do it on your own.

Depends where you live. Go to your local DMV in New York you can get your permit at the earliest 16 and a junior licence at 17 but it's like a glorified permit you get to drive to work and back alone and thats it any other place you drive to you need a parent with you. 18 you can get a license. You can learn through a parent or driving school but if 18 and over you can learn from any licenced driver.
