Comfort outside depends on 4 things: temperature, shade, humidity and wind.
If there is no wind and the sun is out and the humidity is low, you can sun bathe when the air temperature is below freezing. People in the research stations in Antarctica take advantage of that all the time in summer.
You say you like 20 deg (you are talking centigrade - might have to specify that for all our USA friends). Well, 20C can feel cold if there is cloud and a wind blowing. On a still, humid day it can feel hot.
Then 38 C in the desert is far more comfortable than 38C in Singapore.
30 C is comfortable in the shade, but uncomfortable if you have to be in the sun.
What about the worst temperature. Try Bahrain in the later summer, when the Persian Gulf is still hot from mid summer temperatures, but the wind disappears and humid air creeps in off the sea. 40 deg there is hell. I flew from Bahrain in that weather and found tropical Sri Lanka quite refreshing in comparison.
Then again, London when it is 2 deg with driving rain. 2 deg and wet feels much colder than -2 and snow, because snow is dry and doesn't suck heat out of you.

I've been to Calgary in May and October and it snowed both times...lol...(not the entire time, though)
I'm in Texas now.. but Albuquerque, NM had really nice weather with dry heat in the summer and cool nights, even in August, as long as you stayed up by the Mts.... (Rockies... same as yours..just lower.........eh!)
*memories of Radium Hot Springs with rain coming down... have them around Albuquerque, too!

I could live with Sunny and 60F. Unfortunately I live in Oklahoma where the temp is around 100F+ in summer. I love it here but it is very hot. The rest of the year is ideal.

I live in mumbai, India.
As it is on the coast, it is quite humid, so I like the temperature to be pretty low although you do not experience extremes of temperature here.
