That would be middle management. In any language -- being a middle manager means you do all the work, get blamed when anything goes wrong, have no authority or decision-making opportunities -- and are the first one outsourced when things get bad.

It's just a title, it could be anywhere in the company. you can call people whatever you want in your company.
