It's the size of the dots. There are literally bumps representing 1s and 0s on the disk. The dots are smaller and tighter on a DVD. The new HD-DVD (including Blue-Ray) dots are even smaller and closer together.

Greg has the right idea, it is a completely different format.

You are comparing apples and oranges. Basically it's the difference between writing with a fine pen and a 4 inch paint brush. The pen will put more words in a given space than the brush can. Do you recall the 3.5 inch floppy disks. They came in two capacities, 720 K and 1.44 M. Wish I could think of another example but I'm dry.
