It is always best to sand old paint, regardless of its sheen. New paint will adhere much better. Using primer on top of paint is a waste of time and money, considering the existing paint is already well bonded to the wood. Definately use primer on any bare wood, existing or that you uncover during your sanding and remember to read the label. Some primers only give you two or so weeks to get your top coat on. Above all, make sure you use good quality paint. Good Luck!

Yes. You have to sand it otherwise, the paint may not stick to the slippery surface.

always sand and prime if you want the job to be lasting...
