One of Petty's influences was Dylan. As well as Buffalo Springfield and The Byrds with the jingle-jangle guitar sound. Lest we forget, Petty and Dylan were together in The Traveling Wilburys.

Tom Petty was influenced heavily by Bob Dylan, but also by the Byrds, the Stones, the Beatles, the Beach Boys and others.
He took all his influences and produced a unique sound all his own. His singing can sound like Dylan, Jagger and Roger McGuinn, but he has his own sound.
Petty's last few albums haven't been so hot, but Dylan's have been great. However, Dylan started out "ripping off" Woody Guthrie and others.
In conclusion they both have their own sound, Dylan is by far the greater Artist but Petty is one if the top Rock and Roll guys of all time. Saying Petty is a Dylan rip off is kinda like saying Bruce Springsteen is a Dylan rip off. All rock musicians were influenced by predecessors, but the good ones all transcend that -- and Petty has done so. Yes it's opinion, but some opinions are more informed than others and come from a better understanding of music than "some people" appear to have.

I would say you boyfriend is not familiar with music. Petty's music is completely different from Dylan's. Regardless, I am sure that many musicians and song writers would claim that Dylan influenced them. How could he not?
