Yes, you can drive anywhere in the U.S.

However, that is if you are visiting or on vacation. If you have physically moved to PA, then, depending on the state, you are required to apply for a DL in that state in a certain amount of time. They also ask you for your previous states DL, so if you want to keep it, tell them you lost it.

yes you can drive newhere in the US you can not drive a rental car though
