I want to polish the concrete in my garage. It is a rough surface but I want it soft and shiny. I don't need it to professional standards, but i just want to know what I should buy and what I should do with it... does anybody know what they're talking about?

A concrete polisher will grind and smooth the floor mechanically but it is a lot of work for a garage. The better option is an epoxy coating. It is fairly easy to apply. Not only does it smooth and shine the surface but spills clean up easily and don't eat away at the concrete.

Go to an industrial rental store such as Batttlefield or Hertz and rent a concrete polisher.

You want to put a paint over it to make it look nice and easy to keep clean.
An Epoxy Floor Coating or an Epoxy Floor Covering.
