I don't know that there is a website that teaches how to build an igloo, but as long as he doesn't have to build one out of snow- the usually building material used in elementary schools is sugar cubes. You draw a circle on a piece of cardboard, and glue the cubes around the outside edge. You continue building up the sides in a circular manner, shifting each row slightly to the inside each go round. Before you get to the top row, stop and let the whole thing dry. When it's dry, turn it over and wipe a layer of glue on the inside and let that dry. Then you can turn it upside down to fill in the top, and coat that inside with the glue.
The faster building option requires a small bowl for support. Coat the bowl with oil or non-stick spray, then glue the cubes up around it to cover it. When it's all dry, lift it off. For security, rub a layer of glue on the inside and let it dry.
Build the tunnel using the cardboard tube from paper towels or toilet paper. If you wrap it in plastic, the glue won't stick to the cardboard and you can lift it off when it's dry. To smooth out the edges of your cubes, use a cardboard nail file- works great!
The reason for gluing the inside is to make it sturdy enough for transport, since the cubes will tend to split apart otherwise. Use plain old white glue- like Elmers. I'm not sure if hot glue would work or not- but you could always try it and see. I always used Elmers, because there is usually one smart kid who wants to eat a sugar cube, and at least the Elmer's is non -toxic. And when your igloo is all dry, glue it to a sturdy cardboard base and transport on an old cookie sheet for bottom support.

I'm not sure of any sites, but I've made one in the past for a school project. I just hot-glued sugar cubes (looks just like blocks of ice) into a dome shape. It's kind of hard, but I'm sure you can do it. The tunnel is harder to do, but the sugar cubes are just a suggestion. good luck! :)
