A little more information re Age, Health etc my illicit more help here (if you really wanted it!).
A couple of years back i had Emergency heart surgery, and as a result of the anaesthetics and other things that happened, there are parts of me below the waist I can't feel (on the surface), and the sensitivity in my genitals is not as is used to be.
I'd describe this as both upsetting and frustrating, but you describe nothing ...as if it really didn't mean anything to you.
Maybe the problem isn't in your Neurology (of / about your genitals), maybe it's Psychological, about your life in general.

If you mean that you've manhandled them but they're numb, then it could be that you have Hansen's disease, or as it used to be known, leprosy. This is characterised by numbness in the extremities. You probably don't, unless you've been to some serious Third World areas lately.
If you mean that you want to know why you're not allowed to feel them in public...then, frankly, I don't know.

But tell them to be very GENTILE.......
