Thief is a generic term for anyone who steals something, regardless of how or where they do it. A burglar is a thief who breaks into a structure in order to steal things. An intruder is someone who breaks into a structure, regardless of whether he steals anything or not.

So a thief may or may not be a burglar or intruder. An Intruder may or may not be a burglar or a thief. A burglar is both an intruder and a thief.

A thief is someone who steals in any place by any means for any reason. A burglar is someone who enters a place, vehicle, or other enclosure with the intent of stealing. An intruder is someone who goes into any place he or she is not supposed to be. An intruder is also one who enters a conversation or an activity uninvited even though they are permitted to be in the place where the conversation or other activity is occurring.
