Open your hood, probably on the left side of the engine, a plastic top thing. It probably has a symbol on it similar to the one you use to spray it in the car. Open the lid and pour the blue stuff in. Pretty simple.

Only reason I can see to change it, is to go from summer fluid to winter fluid. Summer fluid is better for cleaning bugs of the windshield, but will freeze in winter. Therefore, as the Mercury starts dipping, use up all the summer stuff and use some winter stuff for a while, to make sure that all the freezable stuff is used up, before it freezes.

use it up but there will be some remaining in the resepticle. put a cloth into the container to absorb the rest of the fluid. replace it with fresh washer solvent.

I didn't know there was a hard way...if you need to get rid of what is in there you can either use it or syphon it out with a hose or tube. Then just add new...check your car manual or ask for help at a local station, lots of people will be willing to give you a hand if you look like you can't handle it.

if you really want to change it, there are a couple of screws that hold the bottle down...otherwise just add fresh stuff to it. Of course you could always run your washers until it is sucked dry

If your rubber hose leading to the windshield is connected at the bottom of the reservoir disconnect it and let the fluid drain. if no connection there, you need to remove the reservoir and pour it out the top.
