No, you can't tell by the RPM. I think you're better off getting it fixed. Soldiers' and sailors' NCOs inspect the cars, so you may as well not risk it, nor let it be a problem to your son. You don't want him getting a ticket either.

Electronic dash?-- Loose connections on dash plugs.- You can tell if you switch the key off, and then back on- a couple seconds later if the needle drops to zero while off,- then comes back up as soon as you turn ignition back on, --- it is electronic.....
Mechanical speedometer, - could be broken cable (ends touching and still turning through to the speedometer head). It could also be a bad speedometer head (does it have a lot of mileage). Or remotely possible that you have a chipped gear on the speedometer cable drive coming out of the transmission.
RPMs will not be effective way to calculate speed if the car has an automatic transmission.--- On a standard transmission one, the rpms will be different on each gear, -as the gears turn progressively "faster" (making the engine run slower -more direct) on each gear change upwards.) Or more aptly put 2500 rpm in first gear may only be 20mph, -in second it might be 35,- in 3rd it might be 50,- in 4th 70 etc-etc. So you would have to have a "pace car" travel along side you and signal the speeds for each gear in relation to rpms. I would only worry about the last two gears myself)

Don't use the RPM. I jumps more than the speedometer. If you are on a Marine Base your best bet is to just time your self with the other cars. Better yet, drive a little slower. On Marine Bases if someone believes you are speeding then they can take your tag number and send it to the Base Police. He can very easily lose his licenses for 30+ days.

If you're old enough to have a son in the service then you've probably been around long enough to have the driving experience neccessary to judge how fast you're going.If you get pulled over then all you need to do is show the officer (or trooper,or MP) that the speedometer isn't operating properly......assuming that you weren't approaching the speed of light.
Get the car to your son's base,and odds are that he can find someone in the motor-pool to fix it!

they are right it would be the speedometer cable had same problem myself. your best bet is to drive with the flow of traffic but i do recommend you get the cable fixed you can out the new cable in yourself it's not hard to do and would be the wise choice they run any wheres from $10 to $30 and usually come with instructions

assuming you have a 5 speed, in 5th gear at 55 you should be tacking at 2500 rpm anything over that you will be speeding.

speedometer cable is dry you have to remove the inner cable and grease it
