October 31st. Same with the rest of the planet!

As others have stated, and I'm sure you already know, it's October 31. Sometimes, where I live, Halloween, though officlially is OCt. 31, it is sometimes observered on a different day due to various reasons, such as school nights, Sunday nights ( or whatever is the dominate Sabbath in the area), etc. Is this what you're referring to? If so, you could either contact you local Chamber of Congress, Newspaper, or other official area that either determines events, or is "in the know." Otherwise, if you would like answers from here, you may need to be a bit more specific than just Lincoln.
