Its a drain alright but not the only "drain" Washington PORK amounts to much bigger drain. That doesn't make it right, just put in proper perspective.

Do a search on bankrupt california hospitals and see for yourself. The majority of them are deep in the southern part of the state, plus at least 5 in LA.

Yes. Hospitals that were formerly "not-for-profit" are turning into "profit" hospitals, because of the millions lost every year to illegals. And many schools are overburdened because they no longer are allowed to ask where the children live when registering them for school.
