In November 2002 I sued a former friend. I managed to get only $100 from him but it cost that much just to sue and another $50 to register it and another $20 to drag him into "discovery". I only registered it that one year because I didn't want to keep spending $50 each year to do it. The judgement is supposed to accrue at 7%. Can I still go after him for my money after all this time?

Yes, petition the court to garnishee his wages, and add in all of your court costs as well as the 7%.

7 years is the statute of limitations.

It depends on the state. Each state has a different statute of limitations on collection of debts. You would have to find out what the SOL for your state is.
