The metal plate that goes onto the engine before the flywheel is a spacer plate that properly aligns the starter with the flywheel and properly spaces the torque converter onto the front pump of the transmission. There are two parts to this plate. The lower piece is the inspection cover that can be removed to check the side of the ring gear that engages with the starter and to remove/install the torque converter bolts

your description is a little "thingy" but there is a metal inspection cover or plate that bolts to the bottom of the bell housing
it is a shield that acts as a dust cover and when removed will allow for inspection os the rear main seal , flex plate (which you called a flywheel) and the convertor

if you have a torque converter then you have an automatic. the Flex plate bolts to the back of the crankshaft and the torque converter bolts to it.
If you have a flywheel then it is a manual transmission. the flywheel bolts to the crankshaft then the clutch and pressure plate, followed by the bell housing.
