You'll have to edit your question since the last condition concerning the diameter is unreadable: "that contain" what?

So far:

The radius of the circle is found from the pythagorean theorem (distance formula)using its two end points O(-1,3) and R(2,2).

Radius squared = (x2-x1)^2 + (y2-y1)^2 = (2-(-1))^2 + (2-3)^2

= 3^2 + (-1)^2 = 9+1 = 10

So the radius = sqrt(10).

The radius does have a length of sqrt10 but you will have to complete your question about the diameter.
