Most certainly. They will have to file a motion with the courts, and have the item served to the employer, or the one you receive your payroll check from.
But if they don't know that you are working through a temp agency, then they may serve the wrong person. so that will buy you some time.
You also will have the chance to contest this action with the courts. But it is almost certain the garnishment will proceed. But they are limited to the weekly amount they can deduct. and the garnishment is usually only good for perhaps a 90 day period. (depending on the state) in which case they will have to file again.
But if you move from temp-to-temp.agency. That means they will have to file with each new payroll dept.
This is not an endorsement how not to pay, but a way to delay. Try to reach a settlement amount with the party. if you have the cash available. make sure you get it in writing and as paid in full. i would take the money now rather than trying to track you down and wait for full payment. you may wont to go through the court to let them know that you and the other party have come to an agreement.

Not sure but I don't know why they can't , you have to pay taxes even when your a temp.
