I dont understand how to set the problem up. please help thank you

Since your drug has a dosage of 600 mcg (micrograms) per ml, you want to know how many ml to give the patient in order to give them .4mg (milligrams).

One mg is 1000 micrograms. You need to give the patient .4mg or .4 of 1000 which works out to 400 micrograms.

(400 micrograms) / (600 micrograms / ml) = .667 ml to the patient.
