It's a poured concrete floor and the house is only a year old. There are no obvious cracks and the wet spot is confined to one small area. What is weird is that the spot surrounds one of my floor drains. I uncovered the drain and stuck a long screwdriver down it, and it was dry. If I painted the floor with drylock, will that help, or just divert the water somewhere else? Any suggestions?

Oddly enough what is happening is the water is being pushed up from under the slab along the outside if that drain. Drylock wont help this best thing to do is either chip around the drain and install a urethane caulk followed by hydraulic cement. OR if you can you may want to install a sump pump in this area because you already have a drain pipe to send the water out in.

If you have had a really wet year where you are it's not that unusual. I would watch it and a dehumidifier would make it dry up quicker. Basements tend to have these problems so, do the de humidifier and drain it into the drain so it can run without you emptying it all the time. Also, the drain is probably a little lower than the rest of the basement and water will naturally show there first. You may want to adjust the dehumidifier depending on the moisture to keep the electric bill from being up there.

Contact the contractor and make them come out and look at it, don't let it go and don't try to mask over the problem, it will more than likely only get worse over time and it should be fixed right so you don't have problems later on. Also did they install perforated drain tile around the foundation so that any water run off would be directed away from the house?

If the house is only a year old then there should be some sort of warranty on it. Don't mask the problem with any type of sealer because it will come back to haunt you later. The drain pipe probably got cracked during construction or separated.
