The atomic number is the # of protons, and also the # of electrons. Electrons are divided by their rings with 2 in the first, 8 in the second, and so on. The number of neutrons is determined by the atomic weight (the number under the element) minus the atomic number.

Around the nucleus orbit negatively-charged electrons. There are normally the same number of electrons as protons.
The number of protons in the atom is what determines its atomic number - and thus, what element it is.
