the jumpers are a double row of tiny pins on the motherboard of the pc, inside the machine. it is part of the hardware, rather than a setting in the software.

they are normally located at the bottom left of the motherboard if you had the machine open on it's side with the front of the pc facing you.

Dont know much about the dell E310. I take it you mean the motherboard jumber setting. You should have a motherboard manual which came with the pc this shows you all the setting

If you do not have it try going to the Dell web site and downloading one
