Sometimes. Imagine that you lay one line on the ground. Then you put a second line one inch above it, but rotate it 5 degrees clockwise. It's skew to the first line. Place a third line two inches above the first one, rotated 10 degrees clockwise. It's skew to both of the others. So the second and third lines are skew to the first, and skew to each other. Now, imagine that the third line were still rotated 10 degrees clockwise from the first, but only one inch above it, the same vertical position as the second line. Now the second and third lines are both still skew to the first, but now they intersect each other in the plane one inch above the first line, so they're not skew.
