if nintendo doesn't give you them, and you don't get jirachi from colleseum's bonus disk, you won't get them. they are not in-game. (you can't get jirachi from pokemon colleseum, it's the bonus disk that has it.)

In order to recieve these pokemon you have to buy gameshark or other cheating materials
