My friend is having some kind of thing with another one of my friends' brother. They're always hugging on eachother and it's making my other friend upset because she's afraid that if her brother goes out with my friend that she will pick on her more than usual and my friend doesn't care.

Stacy likes Ellen's brother. Stacy is being sort of rude to Ellen because Ellen doesn't like the fact that Stacy will date Ellen's brother. Stacy tries to joke around but everytime she teases,Ellen is upset and starts to tear up.

Does your friend realize that friends don't pick on each other. I would have your friend talk to the other girl and tell her that this bothers her. Is she using her to get to her brother?

Too bad. You can't worry about such small stuff. Tell your friend to get her own boyfriend/hobby and she won't have so much time to worry about others.
