I would do some research see what companies are hiring in the field that I'm interested in. See what positions are available and then tailor your resume to highlight pertinent skills. If you don't meet the exact requirements, highlight skills that are transferrable, project management, project leader, customer service, technical skills like micro-probing, circuit debug, programming language. Then place a call to the HR department and see if someone is willing to speak with me about possible job openings.

After I've exhausted that list I would start looking for companies that I would like to work for. Again I'd call HR department and see what areas they are looking to hire. I'd try to get job description or if it'son their website what reference number might be. Even if they are not hiring see if they will accept your resume for future job openings.

More often than not, people will be willing to help you, answer questions and give you a list of skillsets that they require of prospective employees. Ask if they can refer you to another company that is hiring. There is a small community of HR managers and they network with each other to find suitable candidates.

For every resume you send out cold include a cover letter and specify the position(s) you are interested in and give a brief overview of the skills, highlight significant achievements in previous jobs.

If you are a new graduate then list classes that represent the core of your major. Describe your senior thesis or project and how it may relate to your chosen field. Most people say to include referral letters, but I wouldn't bother if they really require it they will ask you for them.
