Children learn by example, from parents, friends, school and books. As a child's perception is not always right they need adult supervision to ensure they assimilate the facts correctly.
Therefore the answer to the question I think you tried to ask is that it it is a mixture of things but if the blame is to lie anywhere, it is society at large
