It is more rude not to say hi, unless for some reason, he makes you feel uncomfortable. He doesn't know you, so therefore he doesn't know that you are shy. He probably thinks you are just stuck up.
Even if you are too shy to speak, you could wave.

Yes. As long as your neighbor looks like a normal non-intimidating person. Even a shy person can smile and wave.

At least wave. No one will no what's going on at your house when you are away if your nieghbor does not know you good enough to know who comes and goes. This is kind of a safety thing. I know if there is a strange car in my nieghbors yards. If something is not right I will stop and see. This is just how things are. It would be nice if you knew him at least that well. Of course never ask him to close to your house unless some others are around. You never know how people are.

Yes, its very rude not to return a "Hello!". Work up the courage and say hi...if you are just too shy to say "Hi" back then at least smile and nod at him.

yes it is kinda rude, come out of your shell and say hi, you want to keep things with neighbors friendly!!
