If you mean it is too tight and it is stuck you can unboly the attachment in the car then that will loosen the strap allowing the seat to be removed. then see why the clip stuck repair and reattach the hoop in the car. there is nothing special about the tightnening of the hoop it is just required to hold the seat. Refasten tight..
