Wet Seal and Forever 21. They are my personal all-time favorite clothing stores. They carry all manner of knockout-cute clothing (knockOUT, not knockOFF) for all manner of occasions. I get everyday outfits at both stores, and I bought my Graduation dress at Wet Seal, and a dress for a Bat Mitzvah there too. I definitely recommend the two. They rock, AND they're inexpensive. Go drop all the guys' jaws at that party.

If you have a place called Mary Margaret's go there for the best low cost brand names. If not, if you have a Macy's store around you, they have great deals going on now. Half off most dresses and skirts.

Depending on your part of the country, (and how much money you want to save), go to Marshall's, TJMaxx, Ross, etc. They sometimes carry nice stuff, and why not spend the money you'll save accessorizing.... the worst thing you can do is blow all of your money on a great dress, but forget to accessorize.
